The words are from Samuel Medley (1738-1799). He was born in Hertfordshire, England, and at the age of 14 was apprenticed to an oilman.
He then served in the Royal Navy, but was discharged in 1759 after being wounded.
He was a school teacher for a time, then joined the Baptist ministry, where he had a particular ministry
among the sailors at the port of Liverpool.
William Youens (1834-1911) composed the tune - Torquay. Little is known of him, except that he lived and died in Buckinghamshire, England.
